Oklahoma given green light to form State owned captive

The attorney general in Oklahoma has given clearance for Oklahoma State to launch a captive insurer in the future if it so wishes. 

Oklahoma Insurance Commissioner Glen Mulready, and Oklahoma House of Representatives member, Jason Blair, requested the Attorney General opinion on whether Article X, Section 15 and Section 17 of the Oklahoma Constitution prohibit the State from owning a captive.
